Green light for over a hundred houses

A landmark 109-home development on the doorstep of Cavan General Hospital has been given the green light.

The ambitious Large-scale Residential Development (LRD) at Lisdaran, off Loreto Road, has secured planning approval.

The scheme, brought forward by Lisdaran Partnership, will transform an 8.66-hectare site into a modern new residential community featuring 109 homes, a childcare facility, landscaped public spaces, children’s play areas, pedestrian and cycle routes and major infrastructure upgrades.

The approval follows a detailed planning process during which Cavan County Council demanded further information and revisions from the applicant to address concerns raised by residents, statutory bodies and the planning authority.

Extensive additional surveys and reports were lodged to examine the potential impact on wildlife and biodiversity, flooding risks and proposed measures to mitigate against same.

An existing ringfort will remain as an important landscape feature within the new development.

Transport and road safety formed another major part of the planning review.

The approved scheme includes upgraded access arrangements, improved pedestrian facilities, cycle links, public lighting and electric vehicle charging infrastructure.

The development will provide improved links towards local amenities, Cavan General Hospital and future strategic transport connections, including consideration of the Northern Strategic Link Road corridor.

Residents’ concerns

A number of submissions were received from residents in the Carrickane area during the planning process, with concerns raised about the scale of parts of the development, privacy, overlooking, noise, lighting, traffic safety, flooding, waste management and wildlife protection.

In response, the applicant revised elements of the proposal. Two homes were redesigned as dormer bungalows and repositioned to reduce overlooking on neighbouring properties.

Additional buffer planting and enhanced boundary treatments were also introduced to improve screening, privacy and visual appearance.

Approval

Planners concluded that the approved Lisdaran scheme represents a significant expansion of Cavan Town’s residential capacity, delivering much-needed housing alongside community facilities, green spaces and improved infrastructure.

The council found that, with the required safeguards in place, the development would not result in significant environmental impacts.

Permission was granted with a total of 56 conditions attached.

This decision may be appealed to An Comisiún Pleanála by any of the parties involved in the original planning process.
