Green plans for Cavan General

In a significant step toward reducing the carbon footprint of healthcare infrastructure locally, the HSE has submitted two planning applications focusing on sustainability and energy efficiency at Cavan General Hospital.

The applications relate to two critical support facilities for the previously approved Enhanced Community Care (ECC) Hub and the major hospital extension currently under development.

The first seeks permission to construct two essential plant compounds ancillary to the ECC Hub.

This facility, previously granted permission, is a multi-million euro, two-storey development that will act as a one-stop care centre for chronic illnesses - such as cardiology, diabetes, and respiratory conditions - as well as support older persons with complex healthcare needs. Scheduled for completion by mid-2027, the 1,569 sq m hub will feature 25 clinical rooms, a rehabilitation gym, administration offices, educational spaces, and patient support areas.

To support the ECC Hub’s low-energy requirements, the HSE proposes installing a 24m² Air Source Heat Pump (ASHP) compound at ground level. Additionally, a 74.4m² substation compound is planned near the carpark, comprising a single-storey ESB-standard building with LV/MV switch rooms and an external yard featuring a low-noise generator and oil tank.

In a second proposal, the HSE has applied to build a dedicated geothermal plant building with an external yard on hospital grounds.

The 253m² single-storey structure will serve the new Emergency Department (ED), and will connect to a network of up to 40 shallow geothermal boreholes.

These boreholes - drilled up to 280 metres into the earth - will harness low-carbon, renewable thermal energy using Ground Source Heat Pumps (GSHPs), offering highly efficient heating and cooling throughout the year.

The geothermal plant building will also feature a green roof system, further enhancing biodiversity, reducing stormwater run-off, and visually blending the structure into its natural surroundings.

A decision on both planning applications is expected in November.
