ETB seeks retention of modular campus building

Cavan & Monaghan Education & Training Board (CMETB) has submitted an application to Cavan County Council seeking retention of a modular prefabricated single-storey building at its Dublin Road campus in Cavan Town.

The building, located on the site of the former Dún Uí Neill Army Barracks, was officially opened in 2023 by then Minister for Further and Higher Education, Simon Harris. Designed to enhance training facilities in the Cavan-Monaghan region, the modular unit accommodates 12 classrooms, a recording studio, a radio/post-production room, science and art labs, a canteen, sports theory and performance rooms, staff offices, a gym, and ancillary spaces.

The facility is intended to serve around 300 students.

As part of the retention application, CMETB submitted a Traffic and Transport Assessment prepared by TTRSA and commissioned by HBK Architects.

The assessment updated a previous traffic study and included a video-based manual classified count at the N3 Dublin Road/Cavan Institute junction on September 24, 2025. It noted that traffic volumes were 11.2% higher than the predicted Annual Average Daily Traffic for 2025 and projected growth to 2030 and 2040 using TII guidelines.

The report also recommends a temporary footpath for westbound bus users until the Dublin Road safety and pavement improvement scheme is completed.

The original 2019 planning permission included 30 secure, covered bicycle spaces.

While 30 spaces have been provided in the form of 15 ‘Sheffield’ stands, they remain uncovered.

A decision on the application is expected by December 22.
