Question over whether derelict site revenue will return to communities

The Chief Executive of Cavan County Council is to be asked whether revenue collected by the Revenue Commissioners from derelict sites and vacant properties will be returned directly to the local authority areas where it originates.

Government plans published in November 2025 provide for a new Derelict Property Tax, to be collected by Revenue, replacing the existing Derelict Sites Levy. Local authorities will continue identifying and registering derelict properties, with the new tax expected to commence following publication of a national register in 2027.

Separately, Revenue collects the Vacant Homes Tax, which generated approximately €2.2 million by July 2025.

Fianna Fáil Councillor Clifford Kelly wants clarity on whether Cavan can retain or benefit directly from revenue generated locally, potentially providing additional resources to tackle dereliction, regenerate town centres and return vacant properties to productive use.

His motion will go before a meeting of Cavan County Council next week, Monday, November 9.
