Carrick housing refusal appealed
A decision by Monaghan planners to refuse plans for a major new housing development on the outskirts of Carrickmacross has been appealed to An Coimisiún Pleanála.
Dublin-based Tullyagan Properties is seeking to have the decision, delivered by Monaghan County Council in November, overturned by the national planning authority on appeal.
Tullyagan had submitted plans back in December 2024 in respect of a proposal to build 51 new homes at Drumconrath Road, Magheross. The proposal comprised a mix of housing types - almost half of which were two-bed, two-storey, semi-detached houses.
Significant further information was submitted in October last year, to include a construction and demolition management plan, public lighting calculations, drawing register, surface water and ground water management plan, traffic and transport assessment report, and a road safety audit.
The site has a complex planning history.
Most recently, in 2023, Tullyagan sought permission to build 50 new homes, a proposal that was refused amid concenrs over visibility standards, accesses onto urban roads and the “unacceptable” impact the development could impose on the water environment.
The year before Tullyagan withdrew and application permission for development consisting of 51 dwelling units, but this was withdrawn.
A planner’s report stated of the latest proposal that “although acceptable in principal”, the planning authority has “fundamental concerns” over the potential impact the development might have in terms of road traffic and safety.
“It is considered that the proposed access arrangement is unacceptable and that the provision of the required visibility splays, whether that be to the near road edge or road centre line, is not possible without encroaching on third-party lands.”
Concerns raised in the submitted objections, the inspector stated, had been “carefully considered” as part of the assessment.
The Tullyagan appeal was lodged with An Coimisiún Pleanála just before Christmas.
